#172 Broken permission post documentation setup (WinXP+cygwin)

Platform WinXP + cygwin
make install tries to create directories under
/usr/local/. When cygwin has been installed by
Administrator, make install must also be run as
Administrator for this to have success. The man pages
and the other documentation files have 700 permissions,
thus can be read only by Administrator.

    A quick and dirty patch to Makefile. Works only for the current (two level) /usr/local/doc/clisp.

    this patch should be against clisp/src/_distmakefile.

    Peter, you are our cygwin guru,
    what is the right thing here?
    why don't we see the same problem
    with other Unixes?

    thank you for your bug report.
    the bug has been fixed in the CVS tree.
    you can either wait for the next release (recommended)
    or check out the current CVS tree (see http://clisp.cons.org\)
    and build CLISP from the sources (be advised that between
    releases the CVS tree is very unstable and may not even build
    on your platform).
