[Clirr-devel] New project structure in place

Hi,

there might be some rough edges left on the web site, but it should be 
good enough so Vincent can start adding the Maven plugin as a new 
project, alongside core.

Note that I changed not only the toplevel structure of the project, but 
also the java package structure to what I think we agreed on.

Hope I didn't mess anything up - if you find things that don't work, 
don't hesitate to tell me or correct them yourself.
