If you download clips_core_source_640.zip, you can navigate to the core directory from the terminal, you can issue a make command to build the console executable. I think the last time I tried I wasn't able to figure out how to sign a console app, and so if it's not generated on your computer, you have to go into system preferences and give explicit permission for the app to be able to run. I'll look into it again for the next bug release.

It seems that clips_macos_executable_640.dmg from https://sourceforge.net/projects/clipsrules/files/CLIPS/6.40/ does not contain it.
