The goal of this project clipNotes is to develop a cross platform - Windows, Linux desktop application for note taking.

There are similar products existing such as baskets for KDE, and OneNote for Windows. Other products are either limited in functionality and/or not available in all platforms. Most of them are commercial web-based such as EverNote.
