#5 Rotate tool does not play nice with other tools

If you rotate an image that has already had any other tools used the results are unpredictable and can cause unexpected artefacts in the in output image. There seems to also be an intensification of other marks like highlights which are likely being duplicated as part of the process.

This is likely due to the layers not being merged and/or rotated in sync. Will look to ensure all layers are rotated and there is no duplication of existing layers.
