#1 Level 2 commands

When implementing a 2-level command hierarchy, I
encountered the following problem:

At the second level of a command set, typing an unknown
or unavailable command (not in the help list) results
in the cli shell being unable to recognize any valid
commands in that level. In order to execute commands in
level 2 I have to exit that level to the root and
reenter.
