Windows XP has the feature to be able to use personalized menus. It would be fantastic if Classic Shell could implement a similar feature based on application usage.
Recently Used Programs is a better version of Personalized Menus.
Turn on a two column skin so Recently Used Programs fit properly on the screen, then go to "Customize Start Menu" tab and drag the item called "Recent Items" from the right to the left where you want it in the Start Menu. This will track your recently used programs and show them first, and only if you expand "All Programs", you will see the full list of installed programs.

I tried out your suggestion. I still prefer the way that Windows XP works with the Recently Used Programs. I prefer to have one column for the start menu and then so see the recently used programs first and be able to expand the list if I need to. Is this something that would be hard to add to classic shell?

It is an unpopular feature. It would require new graphical elements to be added to all skins, to show the "more" button, and to show the recently used items with a different background.
