I just have 2 ideas listed below:

Please add Royale Skin to Classic Shell. Screenshot below. It is the best EVER XP skin, I think!

Please also add a color selector with Hue/Saturation/Brightness sliders so a user can select Black/Blue/Red/Orange/Green/Purple etc. start menu.

1) I am not an artist and I can't make you an arbitrary skin. Maybe you can request the developer of the Royale skin to make one for the start menu. The instructions are here: http://classicshell.sourceforge.net/skintutorial.html

2) It is not possible to change the skin color on the fly. A skin comes with many elements (main image, selection image, separators, text color) that need to be color-coordinated. The only solution is to have multiple color options to choose from (instead of supporting arbitrary color). Look at the Luna skin - it gives you 3 color options. But each option changes not only the menu color but many of the menu elements as well.
