ctrl-esc no longer functions after upgrade

I upgraded from Classic Shell 3.1 to 3.5. First, it crashed my system. It
wiped out the entire task bar. After a restart, that all came back. But ctrl-
esc no longer opens the Start menu, and I cannot find a setting for this. I
turned on shift-winkey, but this also fails. Click and middle-click and hover
all work, they all open the Start menu.

Also, the load time on boot or restart is now quite long; the Start menu
displays mostly a couple of white boxes for quite some time, then eventually
the normal CS Start menu returns.

    Suggestions appreciated!

-> Update Settings in the start menu. Uncheck "Automatically check for new

Same for Ctrl+Esc. Nothing was changed in the past few versions that should
affect it. If you exit the classic start menu, does Ctrl+Esc open the Windows
