I searched out the explorer security settings and even on the least secure setting, the message happens. I have the chmod on the include folder to 755 and im wondering what else I can do?

Yes I had this same problem. I would set up a name like =ST2=ReCoN and try and login in and when I would change stuff it would say your not loged in check cookies ect. So i tryed a simpler name like ReCoN and it worked fine, So i guess it just can use some keys like +_)(*&^%$#@!-=, so try making the name simpler and see if that works.
