#30 cm_timeleft out of sync after rr in DoD

cm_timeleft get's weird after doing a rr in DoD. It
just keeps decreasing and is never resetted to the
original value.

This renders all war-related functions like the warmenu
unusable. It's also bad for all tasks and cm_times
announcements appear at the wrong time and distract the
players.
