#21 cm_motd dependant HLDS crash

Linux, Kernel 2.4.20, i686, HLDS v1.1.2.0, CM 1.81.26

HLDS crashes on startup or ClanMod reload if cm_motd is
set to an empty message like

cm_motd "" 200100000 5.00

This does not occur e.g. if a space is inserted as
message. We use this type of motd to get a custom
periodicity (motdtime 1; message - <empty> - <empty> -
message - <empty> - <empty> - ...).
