Finally got things going by uninstalling the existing clamwin installation, 
then running clamwin-0.96.0.1-setup.exe.

Not sure what the trouble was ... I'm wondering whether I had tried 
installing the 0.96.0.1 update over the top of the 0.95.3 installation, and 
whether that might have caused the problem. Whatever it was, it's fixed now.
