There is an Internet content filter named NAOMI
(http://www.radiance.m6.net/). It has a password feature
that even local administrator does not have permission to
uninstall NAOMI unless he knows the password. If he doesn't
know it, he can't uninstall it.
Maybe you can contact the author and find out how he/she did it.

They used a Kernel Mode Driver (KMD) to do that. The problem
with password schemes is that they can always be circumvented.
If enough people want it though...
