Make EXE files that will update ClamWin so people can
download the EXE updater on one computer, transer it to
another, then update.

What's to stop the exe from being infected?

This is a good idea but I would like to ask for another
    approach.
May be it should be a .DAT file or other format that is not
executable as once used by the AVG Antivirus V6.

You just copy it to the Update directory and the software
will find it and start update by itself.

This can prvent somebody who distribute virus in a form of
    an update file for ClamAV.

In answer to the last comment (that it shouldn't be an
.exe): it's already possible to download the virus
definitions and copy them to the database directory. Just
    download them from www.clamav.net.

IMO: thats a horrible idea... whats wrong with just
downloading the updates and putting them in the folder?

There is a batchfile that can do updates to the executables
and save the download to be used on other computers. Also a
local distribution is possible for enterprise use. see
    http://clamwinupdate.sourceforge.net
