Packing slips should not be required, but should be
highly recommended. All effort should be taken by CJAN
tools to try to use reflection to "understand" the
archive contents. For example, If a packing slip is not
included with an archive, attempts should be taken to
read the archive's manifest. Also, CJAN tools should
probably look for key files like README and LICENSE
files without the need of a packing slip.
