Summary: power rating in scoreboard

Initial Comment:
Now the power ratio in scoreboard is the ratio of player's power rating to the other civ's power. It's better if the player can choose from the BUG option screen if having it like it is now or change it to be the ratio of their power to his power. I see + and - to both the choices, so... let it be chosen by each player :)
