Added ability for options to require the DLL using <option/list dll="#"/>.
Added [DLL=#]...[DLLMSG]...[/DLL] tags to tooltip XML.
Added Enabled flag to AbstractOption so all options can be programatically disabled.
BugOptionsTab will disable controls for options that are disabled.
