Military Advisor Changes
* Fixed group selection on Deployment tab.
* Moved Strategic Advantages to new tab.
* Added Possible Embargo column to SitRep.
* Fixed click-in-IconGrid-header bug.
* Changed "Optional" to "Possible" for Wars to match Embargos and StratAdv.
