When you aren't a member of the AP, then you don't get a notice when a new resident is elected. But this information *is* always available under "members" in the victory screen. Hence turning it into an alert should be okay. (Sometimes it's good for strategic planning to know when your enemy suddenly becomes - or ceases to be - head of the AP).
