Add a columns for the governors to the CDA.

Also, when "Emphasize No Growth" is turned on for a city, the "Turns Until Growth" should be changed somehow, like put "~" in front of the number or something.

They are already displayed in a single column called "AUTO". However, I
still think altering the "turns until growth" when you have "emphasize no
growth" enabled makes sense. Perhaps puts "=" in front of the #?
