Summary: GP Tech Prefs don't always display

Initial Comment:
Two issues:

- At some point in a game, the GP icons disappear.
- Sometimes the techs that each GP will pop also do not draw.

It seems the latter is caused only when no technology is selected (you just researched something), but not always.
