Initial commit of the edu.iu.nwb.util utility bundle. It currently contains a callback
based api for reading nwb files, an nwb writing class, and a handler for just grabbing
metadata from nwb files. Future general purpose utility classes should go here.

edu.iu.nwb.visualization.drl uses this library for its nwb reading/writing.
