#69 Frequency Setting for each clock

It would be helpful if each clock has its own frequency setting, so you haven't to calculate the ticks up and down of each clock depending on the global tick frequency. For example you are running a self made cpu at 4.1 kHz and you need an input that changes with a frequency of 1 Hz (a simple clock).
