#53 Tick Frequency should be saved into project file

Sometimes I see (or create) circuits with the label like "Recommended tick frequency is 16Hz" (for example your Pong circuit, Carl). It is the obvious hint to save tick frequency into project file. There is no need to add it to "Project Options" dialog; I think silent saving is completely OK.
