To reproduce: 1. Place ROM component. 2. Move it somewhere by Edit Tool. 3. Try to edit its content by Hex Editor: values within component will not change. Simulation reset restores the link between Hex Editor and the ROM component.

Actually, every change to ROM (for example, address bit width change) has no effect if ROM is moved from initial position.
