[ciphertool-devel] cipher file format

That file format looks about like what I had in mind, and I have a
suggestion for cleaning it up a bit as more cipher types are added.
Each cipher type could have expected and optional attributes.  So an
aristocrat might have 'plaintext' and 'key' expected, 'k1-key' optional,
and 'period' neither expected nor optional.
