Section 4.1.7 of the CIGI 3.3 ICD states the following:

Re. DOF Select 1,
"This parameter specifies the degree of freedom to which the value of DOF 1 is applied. If this parameter is set to Not Used (0), both DOF 1 and Articulated Part Enable 1 are ignored."

To be clear: the ICD says that to disable an artpart with a short-artpart-ctrl, you need to set "DOF Select 1" to "X Offset" (or some non-zero value) and "Articulated Part Enable 1" to Disable.

This wasn't intuitive to me. I would have thought that "Articulated Part Enable 1" would have priority over "DOF Select 1".
