#70 HE generates malformed 3.3 packets if CIGI ver. set to 3.2

If the HE is set to use CIGI 3.2 (File->Setup->CIGI Version), and the user attempts to generate packets that are specific to CIGI 3.3 (symbology-related packets, for example) then those packets will be generated but will contain garbage data.

The correct behavior would be to not generate 3.3-specific packets when in 3.2 mode. Additionally, the menu entries related to 3.3 packets should probably be greyed-out when in 3.2 mode.
