#51 Host emulator prints erroneous packets in capture log

To replicate:

- set up HE packet filter to print out IG response packets (Position Response, HAT/HOT response, etc) and deselect everything else
- start up some IG (I was using the MPV)
- send a position request via the HE's "Send Packet" (or any other request type, like HOT request)

After the IG sends a response packet, the HE will start printing out response packets, but will continue printing a response packet every frame.

A network analyzer confirms that the IG is not sending multiple response packets. Additionally, the HE continues to print erroneous packets if the IG is killed, and then started up again (ie a fresh instance, which has never received a request packet).
