#50 Host emulator sends garbage packet on startup

The Host Emulator will send garbage data on startup, during the initial handshaking between IG and Host.

After receiving the first SOF, the HE will send one CIGI message, an IG Ctrl packet containing nonsensical values. These nonsensical values include a Database Number set to 1 (my "Default\Terrain.def" does not contain a definition for database 1).

Following that initial message, the HE will send a valid packet containing view initialization data. Subsequent packets contain the expected data.

This bug is present in HE 3.2.0, but has been a long-standing issue.
