#24 Don't build TError object unless needed

In the TModule class, all of the logging methods create the TError object and then call TModule::LogErrObj(). In some cases the creation was not required since the object never gets logged or dumped. In those cases, its pretty wasteful to do this. We could change LogErrObj() to take all the parameters and just call it and have it build the object only if required.
