[CI] New release: CI 0.9.8

I just posted the CI 0.9.8 release on ci-linux.sf.net. It now includes 
both Cluster Tools and the CI kernel patch. The source code has been 
significantly reorganized. The installation procedure has changed a bit. 
Another significant change is that SIGCLUSTER has been eliminated. Read 
the release notes to learn more about this exciting new release.
