[CI] Release of CI and Cluster Tools 0.7.6

Cluster signal numbers have been moved to resolve a conflict with
libpthread. Cluster system call numbers have been moved to avoid numbers
claimed by the Red Hat kernel. For these reasons, you must upgrade both
CI and Cluster Tools to 0.7.6. If you're using SSI, you must also
upgrade it to 0.7.6.

Cluster Tools also includes an experimental GNU-style build system done
by Aneesh Kumar. It will eventually replace the existing build system.
