#5 Issues with adding new functionality CI

Issues:
a) I was not able to register a new channel with -1
The second node
booting was hanging .
b) I increased the ICS_MAX_CHANNELS and registered a
new channel with number 12. This helped in proper
booting of second node but resulted in the issue that
i discussed in the previous mail ( ICS service was not
getting called properly from node1 )
