Can you check if the file is actually missing? should be in war/baseq2/maps
If it is missing, try deleting war/baseq2 and raw/baseq2 and try "ant clean run"
If the file is there, perhaps your Apache is configured to filter certain file extensions, e.g. *.bsp".
Does it work correctly with "ant run"?

well, at least u can actually get on the website! I cant even do that! Im using google chrome, and it gives me B.S. about "try to reload the page later". I managed to find a different website, though. Here it is. Its quake 1, but still fun. Enjoy!:
