#4 localhost as BACKUP_SERVER w/o SSH

When BACKUP__SERVER is localhost (which is fine, good for external drives), it's not necessary to run commands w/ SSH. Removing this might make localhost backups more efficient, secure, and less troublesome. Should make for very easy setup for people (like me) who use Chronicle to backup my laptop to an external USB drive.
