#15 html(chm) text encoding

Add please in future html text encoding menu (as in a brouser)
CHMOX don't read many chm files in russian (cyrilic)
coded as windows-1251, koi8-r,iso8859-5
probably it ignored HTML teg "META" in source html's ???
