#4 Arc grammar for grouping arcs

It would be cool to have a way of dynamically creating
arc groups based on some sort of grammar. For example,
I could type in: "(combine part-of-* 'part-of-arcs')",
which would find all the arc types with part-of in the
name, and create a new group for them. Or I could say
add two arcs and create a new one. Ian I believe was
thinking along these lines.
