Do we really need separate pages for the latest quotes,
top quotes, bottom quotes, random quotes and searching
the quotes? Instead, shouldn't the user just be
presented with a search form, perhaps with some default
queries/profiles corresponding to the old pages?

I'd like to strive toward simplicity. Here's a different
approach:
- The main page lists selections of quotes:
-- The latest ones posted, with a link to a more extensive list;
-- The ones with the highest rating, again with a link;
-- For administrators, the unapproved ones, with the means
to moderate them.
- There's a search field on every page. The user can either
enter a quote ID or a query.
- The navigation bar takes the user to:
-- The home page;
-- The latest quotes;
-- The top rated quotes;
-- Random quotes;
-- The tag cloud;
-- The statistics (new in Chirpy! 0.3);
-- The submission form.
- The login-related stuff is no longer part of the
navigation bar, but moves to a separate section of the page,
probably closer to the login status, which is currently in
the footer by default.
Like you said, if the QDB admin prefers to digress from all
of this, he should be able to. In this case, the only real
change here is the addition of custom quote listings to the
main page, and some convenient tricks to add a search form.

Yeah, the way I see it (for now) is that all the stuff is
there, but the default template only has some of it. The
docs would then tell admins how to add more of it; perhaps
several themes which are similar in appearance but not in
structure could ship with Chirpy! by default.
