Everydns.net does good with DNS and they are free (donation-ware). I've used them in the past, and haven't had any availability issues with my sites. Dyndns does web registration and I know they have managed DNS services as well (for dynamic or static ips). This is costly service in my opinion, as you can run a DNS servers for virtually nothing if you already have internet servers. And when Godaddy or Yahoo Business run their gimmick promos, you can register domains for very little. One more note about EApps, my experiences with their reliability and support haven't been the most pleasant but they are good on the tech side. I guess HE would be my top recommendation.
