Hurricane Electric is rock solid. I've used them for years and have no complaints. The service is good, but sometimes lack flexibility with their managed services (e.g. if you need an apache configuration change, they wont do it if apache needs to be restarted). Also, http://www.pajunas.com/ is good, located in Minneapolis. Haven't used them much, but they cater to developers. Personally, I took the plunge and colocated a server. Its much less expensive for the service, and you have a lot greater flexibility with hardware and system configuration. Hope this helps.
