I use Aptana for HTML/PHP/Javascript development. It is really intuitive with code completion for PHP. It also has FTP capabilities (a must for me). I've only messed with it a little, but Aptana also has some ability to connect with MySQL data sources. I've used it successfully on Windows and it works great. They also have a Linux version (couldn't get it to work) and a Mac version (runs really slow).
