This should maintain a list of download targets.
With each target there will be an URL - provided by the GUI user. Eg http://www.theweekinchess.com/zips/.
And each target gets a local directory for download/synchronize.

If you mean something like that, this could be done in chessx with some twenty lines of code.

I don't think, it is allowed to use some publicly available server (like twic) without their explicit permit.
