#221 Language cannot be changed

Hi,

Language support is very limited (en, de)

1-For the moment ChessX must be compiled to get new languages support.
It would be very nice to manage translations as an external file dynamically loaded so the user just has to copy-paste language file to add new languages.

2-A feature is also deactivated allowing to load language file from Server but it is deactivated.
Can you fix it ?

3-By default even partial translations should be available in the list.
Can they be listed as well ? (with the 'partial' suffix or disclaimer in the doc)
