At least on my system (CP 2.1.0) the config settings are case sensitive, 
and the name must be exactly this, not what was given:

logDebugInfoFilter.on=False

(In other words, starts with lower case letter.)

I note in this page found somewhat randomly with a search, that the 
names are changing anyway, and it will soon need to be 
log_debug_info_filter.on instead: http://www.cherrypy.org/wiki/CamelToLower
