#463 Checking javadoc sintax without mandating them

I'd like to have javadoc checking working in this way:
- if a javadoc is not present then it's ok
- if it's present then it should be checked and warnings/errors raised if it's not following the rules.

In some cases (for example getters and setters or private classes) there's no need for a javadoc, but I'd like to ensure that all the written ones are ok.

    There are only one Check that define what methods have to have javadoc. All other Checks validate it only if it exists.
