#10 Possibly allow meta robots nofollow check to be ignored

While it makes good sense to have Checkbot adhere to
this standard by default, it may be useful to be able
to bypass this check with an option. For some sites it
may be mandatory to have this meta tag in the html, but
still allow Checkbot to check the pages.
