#94 Curator tool layout

A more flexible layout & navigation for the curator tool would be welcome. For example, at present a significant amount of time is spent (at least by me!) scrolling up and down the form (eg scrolling up to Edit, then down to the point where the data is being added/edited, then back up to Submit Changes, (and if there is any problem, back down to Edit, back up to Submit, etc.). At the same time, I would find it useful to be able to see the default structure whilst adding synonyms...
