Initial CVS commit

I have mad the first CVS commit for this project. Currently, ChatLogix will accept MSN Chat Control connections up to when it disconnects from the "directory server". It seems that the server is acting too fast and disconnecting the OCX right after it reconnects. I am looking into this problem, other than that, the OCX should, in theory, work :)
